Can Apple TV be used for screen mirroring without internet?

I don’t have the internet at my home. I just use my phone. I’d like to use screen mirroring to watch videos on my tv. Is that possible without having the internet?

Assuming you mean: no internet through a home network, as a cellular phone uses internet too.

Assuming you mean your phone is an iPhone (iOS 7 or newer), as phones from other manufacturers are unsupported for AirPlay streaming.

It depends.

Content stored on your iPhone (e.g. videos that you recorded) should work fine.

Not all commercial streaming services support AirPlay. Notably Netflix does not.

Apple TV+ content cannot be AirPlayed to an Apple TV (2nd generation). Just so you know.

Several video services have been reported to not work with peer-to-peer AirPlay.

Your phone might be set up with a personal hotspot, as an access point to which the Apple TV might connect as alternative Wi-Fi. This would be fine for the Apple TV, but be aware how much data use TV watching is (up to 9 GB/hour). Your cellular provider might object to sharing the mobile internet connection with other devices (they can monitor for that). See their terms and conditions, as well as their monthly cap, even for “unlimited” plans.
