Activation Lock

Hi there! I bought a used Apple watch from Verizon a few months back. I started to reset my watch because I was having problems getting my text messages to come through and now its asking for the Activation Lock that is not associated with my Apple ID. What do I do in a situation like this? I have proof of purchase. Verizon should have removed the Activation Lock from the previous owner but failed to do so now I can't even use it right now. Help please..
