Apple Watch activation lock

Good day! I want to contact you with the problem of my apple watch that I purchased, the fact is that my watch was connected to my old iclo  to which I did not have access, so I did not know how to break the pair between the watch and the iPhone to connect to to a new iCloud and pressed the factory reset on the watch, after this I get an activation lock, but not with my iCloud , I have all the documents confirming that I am the owner of the watch, I ask you not to ignore my message and solve my problem. thanks!

The person that you bought this watch from needs to follow all the steps in this link;

Remove the Activation Lock so that the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to experience.
