I am considering the new iPhone SE, can I transfer my existing mobile phone number across (its not a smart phone)?

You would need to discuss that with your carrier, but there should not be a problem. They will need to know that you will be getting an iPhone, since there are settings that they would need to change to support iMessage, FaceTime, and Visual Voicemail.
