Yes, this is exactly what I experienced
I only updated to mojave so i could get the logic pro update, didn't want to chance catalina on my 2012 macbook pro.

Same situation here. Updating to Catalina is not an option for me because of important 32-bit software.
Same issue. Using Mojave, on an iMac, all App Store downloads now fail with "could not complete your purchase" -- even if it's just a free download and not an actual purchase.
