"We could not complete your purchase. cancelled"

No matter which app I try to install using the App Store, I keep getting this error message:

I've tried signing out of App Store and iTunes a couple of times, rebooting and even resetting PRAM/NVRAM without success.

Also tried downloading without being signed in and I still get the exact error message.

I've verified that my firewall is turned off as well.

I'm not sure what to do. It worked fine yesterday.

Is there a debug log for App Store somewhere on my disk?

I'm on MacOS 10.14.6 (Mojave)

I'm getting the same.... You keep writing that it "seems to have been resolved" but not how it has been resolved. All I want at this point is to stop getting multiple messages every day that "We could not complete your purchase..." I no longer care about getting the product -- if anyone has *really* "resolved" it, please let me know how you stopped these nuisance messages!

I'm running Mojave, and the problem is that the App Store says the new version of the application will not run on Mojave. No problem -- but I can not see any way to cancel this or stop the error messages from appearing every day. A well-designed system would show me this message once and then remove the request for new version -- but that's not what's happened -- has anyone figured out how to stop the annoying messages?
