Migrating data from old MacBook Air to New One

I will be getting a new MacBook Air in a few days and want to set it up from either the old MacBook Air or my external back-up drive. In the past, with previous Macs, I did this from old to new Mac. However, this time I might not be able to do it that way because my old MacBook Air has a charging issue.

I have researched setting up the new MacBook using my back-up drive, but still have some questions. Will migrating data from my back-up drive be as complete as it would be from my old Mac. For example, will it bring in settings like the old MacBook would? I would be using a USB-C to USB adapter; would it be a lot slower than from Mac-to-Mac?

Provided of course its Time Machine backup is recent, when asked if you want to transfer information from that Mac or its Time Machine backup, it makes literally no difference which option you choose.
