What is your country or region for your Apple ID (billing address)? Some regions are only supported for synced videos.

• Force-close the TV app, fully restart your iPhone, then try again.
• Sign out of your Apple ID for the iTunes Store and App Store, then sign in again, and try again.
• Verify in Settings that the TV app is allowed to make use of the cellular network.
• Try again while connected to a Wi-Fi network.
• Try without using a VPN.
• Turn on Airplane mode, wait a bit, then turn off Airplane Mode, then try again.
