I downloaded a paid app in my iphone11 which was automatically downloaded on my iphone7 as well (same apple id). My son accidentally deleted the app on the iphone7. I try to downoad it again from the app store but it requires a payment again. Why is that?

Nope. You don’t. Go to SEARCH in the App Store and click on the image of your Apple Id in the top right. Click on Purchases. Then search for the missing app!

Not all apps allow for subsequent downloads. Some don't also allow downloading on multiple devices. Check with the app developer about that.
