Make sure you are following the steps to erase your iPhone that are in the following article:

How to erase your iPhone, iPad, or iPod touch

If you're unable to erase your phone using those steps, you can try erasing it from the iCloud website instead:

Erase a device in Find My iPhone on iCloud.com
