My Apple Pay stopped working all of a sudden it keeps asking me to verify my payment information and the information is correct. I’ve signed out of my Apple ID, I restarted my devices, I remove the card and put the card back on and it’s still not working still wants me to verify. Please help! and I don’t know if this is a coincidence but this was after I updated to iOS 13.5

Verification may be originating from the bank's side -- Set up Apple Pay - Apple Support.
I’m starting to think now it’s just the Apple store....because I went to the supermarket and my Apple Watch and my iPhone worked just fine then checking out.
I just had a tech support conversation with Apple. It seems as though the problem of the card payment solved by itself naturally. My subscriptions were mostly back in order.
I have no problems with using my iPhone ApplePay when at physical shops outside.
Now when I want to purchase an App, my MacBook says :
Your payment method will be charged for this purchase and your app will begin to download immediately. : Buy.
Verification required.
Click Billing Info to verify your billing information. You won’t be able to make any purchases in the App Store until you verify your billing information. : Billing Info.

I try to buy an app again.
The same screens and messages repeat themselves.
It seems impossible to purchase from Apple App Store now.
Suddenly I'm receiving this message to and when one "tries" to verify, a message pops up saying "we've run into a problem, please try later" This has gone on for over 3 days. Is this an apple problem?
Apple recently decided that the card used for Apple Pay cannot be used for purchases in the Apple App Store.
Therefore you need at least two cards :
The first card can be used for the App Store ; once you enable Apple Pay on it, you can't use it for App Store.
The second card can be used for App Store.
Correct me if I am wrong.
If that’s true, that’s ridiculous! How aggravating! They could have at least announced this.
