I believe you got it right Grant. You dug in deeper than I did. You are also right that a USB-C to USB-C cable will work directly from the OP's MacBook to the external display in question. Thanks.

One other thing to try with the USB-C cable is to reverse the ends (turn it around). The thought process here is to ensure that if the cable is not bidirectional then switching the ends may work. Just a long shot suggestion.

If you can get a picture using HDMI, then the display is basically working.
You may be a victim of what I call "lowest bidder"cables. That is, the lowest bidder gets the contract regardless of how many failure-prone cables they supply.
If HP will not help, it may be worthwhile to try an equivalent cable you purchase yourself.
Thank you for taking time to help me. Most of my frustration lies in trying to contact HP Support. I have only been able to contact their robot chat which could give no help for displays. In order to get questions answered I have to have the display registered. To do that I have to enter the serial and product number. I entered these numbers reading directly from the label and they tell me the product doesn’t exist. I have tried several times with the same results. Worst customer service

I didn't see a USB-C input port option on that monitor for some reason. Did I miss it? I saw a HDMI port.

Your MacBook Pro 2019 has two Thunderbolt 3 ports (USB-C). The HP monitor E243 has a HDMI port among others.
My recommendation is to use the Display's HDMI port. To do this you will need a USB-C to HDMI adapter. You will also need a HDMI cable which may come with your display. Check with the seller.

DisplayPort (family), ThunderBolt-for-displays, and USB-C are all close cousins. 'Displayport Alt Mode' is a variant of Displayport
The HDMI to HDMI configuration will only give your video and no sound or camera. You need the USB-C to USB-C to work for Video, Audio and Camera to work. I know you said that you get nothing when USB-C is connected. Can you manually select the input source on the monitor? Check the manual and it will show you how to do that. I think your best bet to save time and frustration is to contact HP support from their product website.

They pack a USB-C to USB-C cord in the box, and that should also get you good resolution and charging using that same cord up to 65 watts as well, if you like.
