Messages disapeared after backup but stored in iCloud. How to retrieve?

I recently restored my iPhone from a backup, but they are not showing up on my phone. I know they are saved because my iCloud storage data shows over 13 gb of messages backed up. Why did they dissapear when I restored my iPhone. Thanks!

If you are using iCloud Syncing for Messages, your messages are not part of your back up. However, they should be re-synced to the phone once you've logged in to your Apple ID and turned syncing on.
