I am trying ECG app . It opens however the crown not sensing my finger touch . I bought it from Australia and using it in India . Its series 4 Model A2008

Yes but then only Apple knows when if ever.
Recently Saudi Arabia got ECG on the latest watchOS 6.2.5 update.
