Keep getting popup notification saying my iCloud storage is full and asking me to upgrade but I’ve only used 22.8 GB out of 50?

Icloud space I keep getting a message that says my iCloud space is full and there’s no longer storing anything. I have 200 GB And my phone tells me I have only used 46 GB of it why do I keep getting a notice stating that I did not have enough space. And it keeps wanting me to buy more

Try signing out of iCloud and do a restart -- Restart your iPhone - Apple Support.
