All tabs disappear from iPad after app quit. and cant be recovered

I keep having this issue on my new iPad 2019.

When I have quite a lot of tabs open ( 80-100), will use youtube in one tab, then Safari will freeze. ( also with visual glitches.) To restart the frozen Safari then I will double click the home button ( to see overview of all apps running ) to swipe the safari app up and restart it.


And 1 out of 10 times when I open a 'restarted' safari there would be no tabs at all! or a few random tabs I used to have open like a month ago. Or something else random from the 'history', with no logic


But it never happened on the iPhone. Also cant access this disappeared iPad tabs from iphone icloud ( long list below your tabs) either?


Why is this happening and any idea how this can be fixed? or is it a bug
