1. Can they use it simultaneously at a different screen/lcd tv, iPad or iPhone.

they can connect it to a tv or monitor, they can use vnc clients and teamview to have it's display show up on a ios device such as an ipad or iphone setting that up would require a real display such as a tv or monitor

2. Are there any app. Or support for this.

remote desktop, teamviewer, vnc of various flavours would allow this if 2 is about using the ios as display for the mac

Are you asking if they could use their iPad devices separately from the Mac mini? iPad and Mac mini are independent devices and do not require each other to function. Since they are independent devices, they all can establish a connection to the internet.
