Why Did I Receive an email from iCloud saying that I am running out of Storage?

Why did I get an email from the iCloud telling me I was running out of storage when I already buy extra storage every month for $9.98? Last month , April 25th, you sent me a message to renew my credit/debit card information. I had received a new card with a new number. I sent this information to you using my desktop computer immediately after I received your message. I am still being billed every month. Why did I get this notice when I am supposed to have 3Ts of storage space?
