I can’t change my location
I have unused iTunes gift card balance of $0.03 that is not allowing me to change my location from US to Canada

My App Store and iTunes accounts are disabled, I have been through the process of recovering or reactivating them to the point where only my country location remains as UK and it must be changed to AUSTRALIA. This has proven impossible online despite my changing it in several places.
WTF is going on? Even my local Apple store has been unable to fix this, saying “it’s probably an Apple server problem”. Very helpful!!
I called Apple and I was put on one answering machine that could not resolve my problem.
