Change apple location

I have a 2 dollars on my card and I want it to go empty so I can change my location so can you empty my account?

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
