Can’t change my Apple ID payment information to my current location
I bought this phone while i was in Saudi Arabia, but now i have moved to Somalia. And I can’t change my payment information to my current location.

Apple doesn't have an App Store/iTunes in your country. Until they do, you can't change your region. It won't accept your billing information.
