I have an iPhone 11 on my plan that is missing. I cannot get in contact with the person who was using it on my plan, meaning I do not have the iCloud info. Can I report the phone missing/stolen with just the IMEI number? I’ve already had the service temporarily deactivated. Thanks.

yes you can, contact your carrier and the police with the info

My carrier says they can not do this. It is reported lost/stolen to them and they have deactivated service and said they can do nothing forward.
suppose different countries different rules, where I live if I provide the police with the IMEI when I report the phone stolen they have all national carriers block it, if I provide only my own carrier with the IMEI when I tell them to cancel the sim they only black list the IMEI with their services (I assume)
