You won't be unable to reset it unless the family member can provide the needed credentials. The family member will need to use If you forgot the answers to your Apple ID security questions https://support.apple.com/en-us/HT201485.

Note, from the above document, that "Apple takes the security of your information very seriously. That's why we use security questions to help verify that you're the only person who can access or make changes to your account. If you forgot your answers, use these steps to verify your identity, then reset your security questions."

Thus, being able to answer your security questions satisfactorily is critical. See Security and your Apple ID https://support.apple.com/en-us/HT201303

This document says “without proof of your identity via security questions and other carefully selected criteria, Apple Support can't help you reset a password or perform any other actions on your account.”

Thus, if the family member is unable to answer their security questions satisfactorily, we can do nothing to help you, except to mention that Apple support might help if the family member has an extenuating circumstance (e.g., has the receipt for purchase of the iPad with its serial number on it). If the family member wants to contact Apple Support to discuss any possible extenuating circumstance, see the support options below. Alternatively, if an Apple Store is open in your area, then the family member can go there to deal with the extenuating circumstance. The family member also can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if desired.

if you are the original owner, contact Apple. They can remove the Activation Lock if provided the required paperwork. Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
