Downtime is not working!

Hi, I hope you are doing well.

It is like driving me crazy! I am trying to set up downtime on my daughter' phone but I still see through the screen-time she is using it.

I changed the Screen Time Passcode but it did not help.

She lives in a different time zone, but on my phone at screen time settings I see her in my time, so assumed that I have to use my time and I set up her downtime according my time.

Anyway, I want her to use the phone only from 8am to 10am (2 hours a day) or in her time zone from 2pm to 4pm.

I set up her downtime like this (see the screenshot). But now is the downtime and i see at screen time she is using it now!

Please advise
