I receive this massage “! “ and below www.apple.com/help/watch. What I can do?

I have Apple Watch s 2 and is not working after charging it shows Apple logo in white then turn red and it never open , I tried press both buttons and only one time it shows the below massage “!” www.apple.com/help/watch , what I can do pls ?

My Apple Watch series 2 won't turn on Its been a year or so since i used it because i thought it was broke.
