I cannot sign in to messages on my ipad4 . Screen pops up but cannot sign in.

I cannot sign in to messages from settings on my iPad mini 4. Occ. screen pops up from messages icon and lets me put my password in , but will not activate

iPad mini 4, iPadOS 13
