How can I enable it when I can't click on it?
When I asked to share my location in some apps, the apps asked me to enable my location. But when I tried to, it didn't work. I don't know why. I need help ASAP

Did you double check to see whether Location Services is not restricted in Screen Time?
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Location Services - Set this to ALLOW.
