unable to complete touch iD setup every time i open my phone it tell me this it's bothering me and my touch iD doesn't work

If you followed ALL the steps provided in this support guide to no avail:--> If Touch ID isn't working on your iPhone or iPad – Apple Support

Have your iphone inspected at an Apple Store or Authorized Service Provider.
