Selectively applying plugins to an audio track

I would like to apply a plugin (say, Pitch Shifter) to a part of an audio track to transpose chords to different keys. No matter what I do, GB is applying the plug in to the entire track. How do I apply selectively? What is the proper way to split it into regions? Thank you.
