Ear Speaker not working for phone calls

When I call someone I can hear the phone ringing but as soon as they answer the phone the sound cuts out and I have to put them on speaker phone in order to talk to them. I know the speaker is working because I can hear the phone ringing before they answer. I have an iphone Xs and have restarted it and made sure the phone is up to date.

To adjust call volume you have to be on a call. It is a separate adjustment from the general volume settings for music and separate from Ringer and Alarms setting, too.
