Isn't the apple ID and password that I used to set up my Screen Time the same as the Apple ID and password on my phone? Is it possible I used a different ID - because it isn't letting me reset the ScreenTime Password with my ID and PW.

" To change or turn off the passcode on your child's device, go to Settings > Screen Time, and tap [your child's name]. Then tap Change Screen Time Passcode or Turn Off Screen Time Passcode, and authenticate the change with Face ID, Touch ID, or your device passcode."
I've tried that a dozen times. After adding in my selecting "forgot my password" it asks me for the apple ID and passcode. I put that in and then it reverts to the screen asking for the ScreenTime passcode - but I don't know it...
I've seen that before and don't know how to get around it.

I'm actually getting a new iPhone and giving this one to my son. So worst case scenario it will be resolved when we reset the phone.
