Get rid of ICloud

I do not want ICloud which is apparently already on my device. They are asking me for payment and I just want to get rid of it. Is there anyway to turn it off from my IPhone?

iPhone 8, iOS 13

Using iCloud services is free. The only thing I can think of that requires a payment is if you upgraded iCloud storage from the free 5GB plan to a larger plan. If that is what it is, cancel by downgrading to the free 5GB plan. See instructions in: Downgrade your iCloud storage - Apple Support
