Quick Actions not showing in Finder Window

My Quick Actions not showing in Finder Window or when I right click on a file in the finder window. I have them all checked in System Preferences under Extensions. I see some of them when clicking on a Jpeg but none of them when clicking on a .docx, .pages, .xls file or .numbers files.

When I use preview mode in the finder window, not quick actions appear either. Only the more icon. Click on more and takes me to customize and clicking that takes me back to system preferences/extensions where the quick actions are already checked.

I have tried force quitting and relaunching the Finder app.

Hi Barney, thanks for answering! I am just talking about the built in quick actions here:

None of them show up when I right click on the file in finder

nor do they show where they are supposed to in the preview pane:

When I click on Customize in either place it takes me right back to the Extensions area of System Pref where all the boxes are already checked.

Yes! Create PDF is what I would want. People turn word docs and excel docs into PDFs all of the time. A very common thing to do.

Yes, it is, from the apps that created the document and know how to convert it into a PDF.

The Create PDF Quick Action is not designed to raster a Word document into a PDF. It would have to have a library to convert every file format into a PDF. For some document formats, that would not be possible as they are proprietary.
