3D Touch and Haptic Touch have the same functionality.

Are you no longer able to press with two levels of pressure on your device?

I would ensure you have a backup of your data, then Reset All Settings. You can learn how to do so here: Return iPhone settings to their defaults.

If the issue persists, or you believe it to be a hardware problem, I recommend you Contact Apple Support.

I understand 3D Touch is not functioning as expected.

Depending on your iPhone, you will have 3D Touch or Haptic Touch available. You can learn more about them here: Change 3D or Haptic Touch sensitivity on your iPhone.

3D touch is a hardware feature. Some phones have it, some phones don’t. If your phone doesn’t have it there is nothing to fix other than to get a different phone. But note that Apple is phasing it out in newer phones.
