Erasing a watch from account after it has been sold.

I have recently sold a watch, but the buyer is unable to pair it to their phone. I reset it with factory settings before selling it, but it had not be unpaired. I have followed the instructions to go through icloud & find my phone, devices, watch & unpair - the screen tells me 'erase pending' &

will be removed when it connects to the internet, but the buyer is saying that he still cannot pair it? Does anyone know why this is? Can he access the internet on watch without pairing to his phone?
