Pages 8.1 indents like this:
instead of starting the lines in the leftmost position like in the former paragraph. Is there a way to make it comply, or if not, does Pages 9 or 10 do it better?

Where was the insertion point when you took the screen shot included in your post?
The ruler setting look correct for the first two lines, assuming these are not the first two lines of that paragraph, but may not fit the rest of the lines.
"Show invisibles" might also provide some clues to what is happening.
