problems with setting up facetime on child's account - activation error?

Hi

I have given my child my old iphone to use on wi-fi. I set him up with a child account and i am trying to activate facetime for him. But I keep getting an activation error. Tried all the usual - date/time, turning off and on.

Any advice.
