Just upgraded my 13 year old's phone and now Apple pay does not work. I can no longer send him money. He needs to verify his ID. He has no valid ID. Any thoughts?

Thank you! Guess that’s a new policy, I was afraid of that...
That has always been the policy but I have seen other reports where it worked (for awhile) in spite of the policy.
