My son is 16. Was sent $ on apple pay and isn't able to get it.

My son is 16. Was sent $ on apple pay and isn't able to get it. When I try to allow it as the parent its denied because the account alreay exists.

My daughter account is not allowing me to send her apple pay. When I try to send my daughter money via apple pay a message pops up and says that she cannot receive payments sent with apple pay at this time. Why not....I have sent her money before via apple pay.
