Mini iPad is locked out and I can’t get in without my deceased brother

Okay so this is gonna sound weird but I have my brothers old iPad min 2, but my brother passed away... it is locked and won’t let me reset it without that Apple ID login info... which I don’t know. He gave it to me a while back but it had a broke screenince my brother is gone how am I supposed to get ahold of him to reset it... like it’s his login info and I have no access to it... please help. I’m locked out and it has really important family pics and videos...
