Why won't my iphone connect with the apple tv keyboard? bluetooth is on. signed in to same account on apple tv and iphone. connected to wifi.

This functionality requires an Apple TV (4th generation or later) (tvOS 10 or later) and a reasonably modern iPhone (iOS 10 or later).

This functionality requires the same Apple ID account for iCloud.

This functionality requires that Settings﹥Notifications﹥Apple TV Remote Keyboard is turned on on the iOS device.
