Downloading free apps

Every time I try to download a free app a pop up will appear saying verification required, then when I look up how to remove this so I can download my app it tells to me to select none under payment information, but there isn’t even a bar that sais payment information it just sais manage payments and when you click on that it just sais add a card, this is very frustrating

If you can't choose None when you edit your Apple ID payment information

If you have an unpaid balance or payment due
If you have a subscription that automatically renews
If you're using the iTunes Store or App Store for the first time
If you are not in the country or region you’re creating an Apple ID for
If you changed your country or region
If you're a part of Family Sharing
