how to transfer my iCloud account to another apple ID? I have two apple IDs and signed up for iCloud at the one I do not need it. So I would like to transfer it to my second apple ID.

Apple IDs/accounts can't be merged.
The best you can do is create a Family and use Family Sharing with both Apple IDs to share the apps etc.
