iCloud

I deleted a contact a few days ago accidentally and I’m trying to restore through iCloud. I went through all the steps on iCloud.com and the backups for my contacts had multiple dates, I was able to pick one that I knew was when I had the contact. It’s been almost 24 hours and still no contacts shown up. I only have around 40 contacts so idk why it’s taking so long. How do I restore the contacts?? Also I have another phone that DID have the missing contact from a backup done on iCloud but that backup is no longer showing up (probably from 3-4 weeks ago) maybe is there a way to do it on this phone? I either need help restoring contacts or restoring a backup that had the contacts because I’ve tried and the iCloud backup isn’t showing up and the contacts aren’t restoring
