After Restoring from iCloud Backup, Contacts are Missing

Due to software issues, I had to reset then restore my iPhone from an iCloud backup. After restoring, my contact list does not appear to have transferred over and the list appears to be from an old phone backup. I already tried syncing 3rd party accounts. When going into my Contacts on iCloud, the contacts show are not recognizable as recent contacts that I've added through the years.
