Unless the owner chooses to put contact information in a lost mode screen, there is no way for you or any private citizen to find out anything about the owner. Drop it off at your local police as law enforcement is the only ones with any authority to find out anything about who owns it.

Apple does not take reports of lost or stolen devices, and does not do anything about them.

Or recycle it at least.

Hand it in to Local Authorities.

Not much you can do if the password is locked out, if the iPhone has cellular reception you might get lucky with someone trying to call it (see if the person on the other end is honest). Best to take it to your local Police station
