It might take a few moments to re-sync. You can always sign out and then back in. Try keychain once more.

Enable iCloud Keychain:
Thanks for the tip, but I checked and Keychain is enabled in System Preferences. (See screenshot I attached to post)
Safari was working fine, the suddenly with no apparent cause, all the passwords disappeared from the keychain. I didn't reset it or anything.
Actually no, but thank you for all your input. I'm realizing I posted in the wrong forum, and will hopefully have better luck if I post under iCloud forum. https://discussions.apple.com/thread/251411308
I found a lead that suggests the problem might be with syncing services related to iPhone, of all things.
