For Note:
- If a Used Computer:
A computer can only be authorized to an Apple ID once every 90 days. As for the user - they would need to deauthorize it from their account. So, contact the original owner, asking them to do such.
- If Purchased Off of a Web Site:
Contact the Web site (i.e. eBay), if you purchased it off of it, yet you cannot authorize it. See if the user can be held accountable, and if you can get your money back.
