Why all of the sudden , for example. I logged into my iTunes but forgot my password. I have 2fa set up. It told me to get the code from my iPad ? It has never done that! My phone is my main device and if anyone is signing in I want the notification on my phone not iPad . How do I fix this

If someone steals your iPhone and tries to sign into your account on that phone but doesn't have your correct password, do you want the system to assist them with 2FA information on the stolen phone?

I get that, but my husband always uses my iPad to snoop and this is how I noticed the notification no longer alerts my phone and now alerts my iPad. So how can I change it back to alerting my phone and sending the code to my phone
Are both your iPhone and iPad listed as trusted devices under your AppleID? Check that here -> https://appleid.apple.com/
Does your husband know your AppleID password?
By default, Apple 2 factor authentication codes are simultaneously sent to ALL of your trusted devices by encrypted iCloud notification.
This is a different scenario than you first presented. You said this happened when you forgot your password when signing into iTunes!

You can use the code displayed on your trusted device, get a text or phone call, or generate a code from your trusted device [see the additional information in the article].” A trusted device is an iPhone, iPad, or iPod Touch with iOS 9 and later or a Mac with OS X El Capitan and later that you've already signed into using two-factor authentication.
