Hello, I tried many times to add new payment method, but I couldn't, the message was "your account has been disabled in the App Store and iTone", so how to do that?

If your account is disabled in the App Store and iTunes, you need to contact iTunes Support: If you see a message that says “Your account has been disabled in the App Store and iTunes”
